It's from Hiroyuki Okiura's contribution to the Japan Animator Expo series of shorts. Title is "Robot on the Road" / "Tabi no Robo Kara".

Everything from the expo is worth watching, especially if you're into high quality weirdness similar to the earlier runs of the Noitamina block.
